Opt-in Privacy Policy on First Use of Chatbot
As a user, I want to see an opt-in privacy policy when I use the chatbot for the first time so that I am aware of how my data will be used.
Acceptance Criteria:

The opt-in privacy policy will appear when a user uses the chatbot for the first time. -
The privacy policy will explain what data will be collected, how it will be used, and how it will be protected. -
The user will have the option to accept or reject the privacy policy. -
If the user accepts the privacy policy, their reply will be saved to their account. -
The opt-in form won't appear on subsequent chatbot use. -
If the user rejects the privacy policy, the chatbot response button is grayed out. A help icon appears next to the grayed-out button. When s/he clicks it, the opt-in dialog is displayed again.
