1. Move to dropdowns instead of checkboxes. One each for "Allowed to
   Push" and "Allowed to Merge"

2. Refactor the `ProtectedBranches` coffeescript class into
   `ProtectedBranchesAccessSelect`.

3. Modify the backend to accept the new parameters.
