Add tagCloudSettings to room and update body of comment

The tag cloud is now fully configured by the creator or moderator per room. Furthermore, with the new wysiwg editor (frag.jetzt#561 (closed)), Markdown is no longer supported and the comment bodys can be cleaned up and changed to a quill-json format.
