New question type: One-click ABCD

There are situations when a teacher conveys a question verbally or on the white|black board. In these situations a one-click procedure would be nice.

We have implemented this question type in arsnova.voting. It's called ABCD over there or Günther Jauch question.

Everything is settled: Single Choice, no question text, 4 answer options ABCD, countdown preset to one minute.
